Have a Plan: How to Go to College for Free (Starting with Community College)
Free college is not a myth. But it is also not automatic.
Families across the country are still being surprised by college costs because they are reacting late
instead of planning early.
The truth is simple: Free college exists—but only for students who follow the plan.
This blog breaks down exactly how state-funded “free community college” programs work and what
your student must do to qualify.
What Does “Free College” Really Mean?
Across the United States, more than 30 states now offer some version of free community college
through Promise Programs.
These programs are designed to remove tuition as a barrier and help students start college immediately
after high school.
Free tuition does not mean free college.
Most programs cover tuition but do not cover housing, meals, books, or transportation.
States Leading the Way
Tennessee — Tennessee Promise
New York — Excelsior Scholarship
Oregon — Oregon Promise
California — California College Promise Grant
Additional states include Illinois, Indiana, Nevada, Washington, and more.
The Requirements: What Students Must Do
1. Graduate High School and enroll immediately.
2. Be a state resident and attend an in-state community college.
3. Complete the FAFSA (required for all programs).
4. Meet minimum GPA requirements (typically 2.0–2.5).
5. Enroll full-time and maintain continuous enrollment.
6. Maintain college GPA (typically 2.0+).
7. Complete additional requirements such as service hours or mentorship meetings.
What Families Need to Understand
Students do not need perfect grades, but they do need consistency, awareness, and a clear plan.
Why This Matters
Starting early allows students to qualify for free tuition, earn college credit, and increase scholarship
opportunities.
Start Early: CLEP Camp AdvantageGood habits start early. Students will eventually be expected to manage independent and online learning in college.
Our FREE CLEP Summer Camp introduces students to that experience now.
It allows them to:
• Experience online college-level coursework
• Build discipline and study habits
• Earn real college credit before graduation
This is more than preparation—it is exposure to how college actually works.
For many students, this becomes their first successful academic experience at the college level.
The Real Strategy
Free community college is a starting point. The goal is to graduate with minimal debt and maximum
opportunity.
Free college exists—but it belongs to students who have a plan.
